What is a Roadworthy Certificate (RWC)?

A Roadworthy Certificate (often called an “RWC”) is a formal declaration that a vehicle meets the minimum safety standards required to be legally driven on public roads in Victoria. It confirms that — at the time of inspection — key safety-related components of the vehicle are functioning and comply with the standards laid out by VicRoads/Transport Victoria.
You will need a valid RWC when you:

  • Sell your vehicle to another person in Victoria,
  • Re-register a previously registered vehicle, or
  • Need to clear a defect notice issued against a vehicle.

What does the inspection involve?

During a roadworthy inspection, a licensed tester evaluates a range of safety-critical components, including:

  • Wheels and tyres
  • Steering, suspension and brakes
  • Seats and seatbelts
  • Lights and reflectors
  • Windscreen, windows, front wipers and washers
  • Vehicle structure (body, chassis), and other safety-related body/engine items

It’s important to understand what won’t be checked: a roadworthy inspection does not guarantee the vehicle is mechanically flawless, nor does it cover non-safety items such as air conditioning, power windows, rear wipers, or cosmetic issues

If you want a full mechanical reliability and condition check — beyond just safety — you should consider arranging a more comprehensive independent inspection in addition to your RWC.

Once issued, a Roadworthy Certificate remains valid for 30 days for purposes such as sale or re-registration. If your vehicle fails the first inspection, the tester will provide a report identifying defects. You generally have 14 days to rectify these issues and have the vehicle re-inspected. If you miss this window, a full new inspection will be required.
